You attach them to a part that rotates in the opposite direction of the main rotator. The second rotating part rotates at the negative value of the speed of the main part.

Example.
part 1, main circle
part 2, circle attached to laser.

rotatePart,1,0,0,0
rotatePart,-1,0,0,0

IF part 2 is the laser, you use the same AI command.
