I think that one of the reasons is that they are a bit confusing at first. Like most of the levels that reverse and follow when they start, you initially get the impression that they are random rotating and it's going to be a pain to beat it. It doubt that most players give it a second try.

Not sure why this is rated so low. While not amazingly great or anything, it's at least OK.
